As budget watchdogs expressed dismay over the mangling of the executives 2027 National Expenditure Program by the incorrigible members of the House of Representatives, the Supreme Court declared yesterday as unconstitutional the General Appropriations Acts of 2024 and 2025 and a portion of the 2026 GAA.
